AUSTRALIAN OFFER DECLINED.' Antwerp, September 24. The Belgian Government has thanked Mr. Holman (Premier of New South Wales) for his offer to receive Belgian refugees, which the Government is unable to accept. When the ,war is at an end every man; woman/and child will be. needed to repair the awful wastage of the war.
