AMERICA ASKED NOT TO BELIEVE ALLIES' LIES New York, September 24. The Kaiser's appeal to America, through Herr von Bethmann-Holwegg, the Imperial Chancellor, declares his complete confidence in the justice of the American people, "who will not permit themselves to be hoodwinked by the campaign of lies our foes aTe waging. We shall win the war, because a just cause has given a great moral momentum to our armies."
