GERMAN CAMPAIGN PLANS
AN INTERESTING DOCUMENT SOME (Rec. September 22, 0.50 a.m.) Paris. September 21. • A newspaper has obtained possession of a document revealing Germany's plan of campaign. It was found in a railway carriage five months ago by a French officer, who handed it to the authorities. It shows that Germany recognised she might havo to fight France, Russia, and England without placing reliance on effective aid from- Austria. Germany, however, doubted whether England's fear of an invasion would allow her to place her active army at tho Allies' disposal. Tho plan regarded France as the principal adversary, and the opinion was expressed that Russia's slow concentration would enable Germany to smash France in threo or four weeks. It was anticipated that Germany would achieve such a victory in the iccond weok as would ensure Italy's co-opera-tion with the Triple Alliance, Germany would, .then, finish, up, with Russi* oa
the Breslau-Danzig line or on the River Oder, Tho document hints at the violation of treaties, but asks who is to enforce respect for tbe rights of neutrals, for all the Great Powers would bo involved.
