The Irish H-->mo -Rule Bill, Welsh Disestablishment' Bill, and the Home Rule Suspensory Bill 'have- received the Royal Assent. ' Tho Suspensory Bill ' postpones ' tho coming into operation' of the Homo Rule Bill for twelve, months. The Amending Homo Rulo Bill, providing for the oxclusion of tho Ulster counties, has been withdrawn in the meantime. When the subject was last before the House of Commons the Leader of the Opposition (Mr. Bonar Law) denounced the arrangement_Which has now. been car- ' ried. out as involving a breach of faith on, the part of the Government. At the same time it was made, clear that there would be ho attempt to reopen thb Irish question until after the war.
