The "Figaro" says that Field von der Gotlz journeyed from Brussels to "Antwerp under a flag of truce in order to propose terms of peace to the Belgian Government. ■ The offer was immediately rejected. SURPRISE ATTACK' BY FRENCH CAVALRY. j (Rec. September 16, 9.35 p.m.) I _ Ostend, September 15. A thousand French cavalry surprised three thousand German cavalry encamped at Rousbrugge, 15 miles north-east of Dunkirk, in Belgian territory, and routed thom after two hours' fighting. They took 110 prisoners and captured many machine-guns, ammunition and supply wagons. The French lost thirty. ' _ A Belgian battalion bjow up the railway between Termonde, 17 miles southeast of Antwerp, and Alost, eight miles further on, and then surprised a' German battalion, killing fifty and capturing a number of wagons and other material. ' -■■■ REPORTED EVACUATION OF BRUSSELS. (Rec. September 17, 0.35 a.m.) . ' ' 1 Paris, September 16. The Germans are reported to be evacuating Brussels to cover tho retreat and defend the communications. They are preparing to make a desperate stand along the Meuse, and aro constructing heavy fortifications at Liege. NEW MOVE: BIG CONCENTRATION OF THE ENEMY. (Rec. September 17, 1.40 a.m.) m , , _ London,- September 16, morning. - The "Daily Chronicle's"- Antwerp correspondent says that on Tuesday the military conditions were completely altered. Now there aro a hundred thousand Germans around Brussels, and eighty thousand Belgians are sheltering in the Antwerp forts, where they retreated in good order after four days' fighting, during which tho Belgians lost about 1500 and the Gormans a thousand. ■
