September 9, 6.15 p.m.) London, September 8. ■ A telegram from Durazzo asserts that lifssad Paslia will shortly proclaim Burhan-Eddin Effendi, a son of ex-Sul-tail Abdul Hainid, as King of Albania, but Albania will remain an independent State. Burhan-Eddin Effendi is tlie seventh of Abdal Hamid's thirteen children. Ho was born in 1885 and is a lieutcn, ant m tho Turkish Navy. He is a nephew of tlio present Sultan.
