On tho motion of tho Hon. H. D. Bell, an amendment was mado in the . Rill tii the effect that fees for wine ' licenses should vary in accordance "with nn® an ? Qunt w ' 116 manufactured. ; i £lQ S placo of the general fee .. • The Bill was amended, also, in the ■: matter of stipulated strength of New Zealand-made wine (20 per cent.) by striking out the.stipulation, and now. leaving tlie clause afiected devoid of' reference to the strength of the bever-' ./. Maginnity moved an amendment with .'the object of making it unnecessary.,- for• the two members of licensing committees to meet to grant licenses. for booths oil racecourses, but the "proposal' was opposed by a number of members .(including the Leader of the Council),-and eventually it.was'withdrawn. Mr.'Bell Raid that the case of a racecourse ' license was not analogous to tho grant- . iug of a transfer, of a hotel license, Which was a mere matter of course. People might claim to bo heard on tho (juestion. of the issue of a racecourse license, and therefore it was necessary .that-'tho committee should meet. Tho Bill was reported from Commit- ... teo with amendments, and the third , reading was set down 'for to-morrow. - \ The Onehunga Harbour Board Empowering Bill .was read a second time; and the Whangarei Harbour Board Era- ■ powering Bill was read a third time and passed. Isitt. • It was private members' day, hut the " Prime Minister': said that he . was very nnxious to go on with the Estimates ■ that evening, and he urged that private members should forgo their privilege .for that tho understanding that ho would give them another oppor- , '.tunity of going on with.thfeir Bills— either the next hffiht or on Tuesday..
