GERMAN DUPLICITY
BRIBING FOREIGN NEWSPAPERS London, September 4. 'A: White Paper has been issued which describes the German Government's recent active support of a secret organisation for the distribution of news tc other Continental countries, with a view to popularising Germany and German manufactures. Attempts have been made to bribe foreign newspapers by withholding business advertisements from newspapers not publishing euch news, which is sent at specially reduced cable rates. (Rcc. September 6, 5.5 p.m.) London, September 5. ■ The censorship of British outgoing news has caused much delay in transmission, but .the Government until recently failed to take steps to ensure that official news should be sent with all dispatch to neutral countries. It is, contended that no time should be lost in remedying this regrettable and dangerous situation.—("Times" and Sydney "Sun" Services.) COUNT BERNSTOFF ACAIN. AMERICAN PRESS INCREDULOUS. Washington, September 4. Count Bernetoff, the German Ambassador, is trying to involve the United States in the neutrality question. He states that he has positive information in his possession that two British cruisers off tho North Atlantic coast received coal supplies from American ships. Ho added that he had proofs that British cruisers were communicating with tho British Coneulate by wireless, and that they infringed American neutrality by securing supplies of coal. . Sir Courtenay Bennett, the British Consul, has refused to take any notice of Count Bernstoff's statements. (Rec. September. 6, 5.5 p.m.) Washington, September 5. ' Count Bernstoif (German Ambassador) announces the capture of ninety thousand Russians, and all the northern ports of France; the complete retreat of the Russians from the-Austriaai borders, a German cavalry raid to the walls of Paris, a great riotory near Paris, and the retreat of the French and Belgian armies. Even the American newspapers now openly confess their disbelief of all the statements ■ issuing from ■ German sources. COMPLAINTS FROM ITALY. London, September 4. In addition to the Spanish Prees, the Italian. Press complains of the delay with London telegrams. German telegrams are oxpeditedj German versions of events always ; preceding English, which influences Italian opinion.
