A Brussels telegram asserts that Germany's plans.are hopelessly upset. The Dutch people now. appear to bo definitely prepared against aiiy trespass of ithoir neutral ground by combatant troops. Italy's military activity, is interpreted to mean that she mistrusts Austria, and apprehends an attack. Austria is still :•{ shelling Belgrade, and the habitants of . the Servian capital are living in cellars. At Stabatz, 40 miles west of Belgrade, however, a sen- . ■ ons Austrian reverse is reported. Details of the Japanese ultimatum to Germany show that the "notice to quit" which has been served on the .
