SAN DOMINGO AND HAITI

_ Washington, July 22. The United States has practically decided to intervene in San Domingo and Haiti. A thousand marines have been mobilised and placed within striking distance of the island. Three hundred are already stationed at Guantanamo.
Many Porto Ricans, refugees from San Domingo, havo arrived at San Juan; Porto Rico. . :■
Pressed by European Powers, the United States lias about lost patiencc with Hayti and San Domingo, and deraandr the restoration of peace, under a threat of armed intervention. ,
A'message dated July U stated that thf United States had dispatched a warship to Haitien and! Santo Doipingo waters, with the object of warning the Governwent of those Republics to restore order within their boundaries. The State Depnnnent announces that the Government is prepared to' intervene if it is "necessary,, ana thereafter establish a financial dictatorship in Haiti and enlarge its authority, so that Britain and other Powers may bo represented. The United States is bf necessity bringing pressure to bear for the suppression of the existing revo-' lutions in the two Republics.
