The German Government is preparing a Bill providing for an Imperial monopoly in the manufacture of cigarettes m order to meet the deficit on the war levy. The manufacturers will be paid five hundred million marks (approximately £25,500,000). The monopoly is expected to yield 120,000,000 marks (£6,000,000) annually.
