Budapost, July 23; _ Count Tisza (Prime Minister), speaking in the Lower House, deptecated interpellations on tho foreign situation, which the Government, in tho country's interest, should not discuss. Members, however, pressed their questions, and Count Tisza replied: "The situation is uncertain, but it can bo settled by peaceful means, although tho possibility of serious complications exists."
