Senor Manuel Medina, a Spanish emissary, has arrived at' El Paso to attach himself to General Carraiiza, in order to see that Spanish claims against Mexico are met when order is restored. Spain's action is taken as the result Df General Carranza's intimation that foreign Governments must treat with him directly, without reference to tho United States. It' is now understood that other foi>eign Governments will follow suit. General Carranza lias agreed to 4 general armistico throughout Mexico, pending negotiations with Senor Francisco Carbajal, tho temporary President, for the transfer of power. Ex-President Huerta has embarked on . the Gorman cruiser Dresden, on route for Europe.
