Mr. Sidney Low, the weli-known author and journalist, in an'articlo in the "Daily Mail," regarding tho Tasmanian political, incident, says: "Mr. Harcourf?s dispatch puts the. copingstone on tho edifice of colonial' selfgovernment, and marks the final phase of the emancipation of the overseas States from external control in tie management of domestic affairs. A colony now is a sort of rep lblic,- with a Prime Minister as virtual President. With this final recognition of Britannic autonomy, the way seems prepared for some form of- Britannic federation." ■ Mr. Harcourt's dispatch; read in the Tasmanian. Assembly on July 9, declared that a Governor had no power to impose conditions in regard to a dissolution; lie must always'act on Ministerial advice.
