NEW LEGISLATIVE COUNCILLORS.

The list of appointments to the Legislative Council which we publish this morning embodies the -names of a number of well-known men of recognised public servicc. In some cases the new appointees have already served in Parliament, while the others have a record of servicc. to point to in various other capaci-. ties.- A wide variety of interests .may bo said to have been covered by Ministers in the choice arrived at. and there oa.n be no doubt that.the appointments on the whole will add' materially to the strength of the Upper Chamber. It is to the credit of the Government that in this case they have, again refused to follow the vicious principle laid down by the Continuous' Ministry of declining to recognise meritorious public service on the part of anyone opposed to them. Two of the gentle-, men who 'figure in to-day's list, have been long associated with the opponents of the Government, and were, in fact, appointed to the Legislative Council some years aso by the Continuous Ministry. We refer, of course, to the Hon. 0. Samuel and the Hon. Dr. Collins, whose term of office, cxnired recently. Both these gentlemen have rendered useful service as'membirs.of the Upper.House, and their ..reappointment . will "be generally. approved. With the additions to the Council now announced, the Government should be .able to press forward 'with the business of the session; and more especially with its measure for the reform of the Upper Houec.
