Washington, July 8. Mr. Bryan '(Secretary of State) in The Senate, when submitting the Peaco Commission tioaties, paid that they were supplement to existing arbitration treaties by providing for the submission of disputes to permanent international commissions.

.The British treaty provides for tlio representation of tlio Dominions when involved. The Uncling of tlio commission will not be final,- the contracting parties rcsciving tlio right to act independently alter the report is submitted. '
