Tho Unionist newspapers point out that there is a possibility of the Speaker refusing to certify to the Finance Bill being only concerned with finance. If the Speaker does not so certify, the House of.Lords will-bo able to reject the Bill, leaving the Government without supply.' This is no doubt duo to Mr. Lloyd George's endeavour to raise taxation prior to .legislation, introducing liis' programme, of social reform in view of the possible election.
