Thus runs an extract from tho annual report of the Wellington Education Board. Tho inspectors of the board, in tlieir report, have tbo following to say:— "With regard to tho teaching of civics —moaning by tho term tho inculcation of a public spirit as distinguished from a mere knowledge of the details of government—the tI.M.S.
