Tho English National Union of Railwayman of Great Britain sent a special commission of three officials to examino tho methods and conditions of the State railways in Holland, Belgium, and Germany. On their return they reported that tho English railways had not much to learn from Continental systems. In Germany, tho signalling arrangements wero bad, tho pay inferior, the hours of service longer, and the red tape routine precluded tho prompt hearing of grievances. A
