CITY LOAN.

. HOW THE PROPOSALS ARE PUT. Though the schedule of the new Wellington city-extension and improvement loan has not been finally arranged, tho council lias identified itself with several works, and, if some are to bo knocked out and others inserted, tho changes liavo now to ho effected .by the unanimous consent of tho council. If there bo ono dissentient voioo, tho amending proposal, whatever it may be, cannot ho inserted. In such a enso tho only alternative course would be. for a member of the council to move that tho motion adopting the schedule passed at tho special meeting should be rescinded. If such a rescinding motion wore carried, the whole business would bo reopened, and tho process of arranging another schedule gone through. As it stands now, the schedule contains twelve distinct issues, some of whioh are single issues, while others relate to a combination of works of tho same order or character. Tho issues as they now stand are: — 1. Tramways loans. 2. Wood-blockinp henvv traffic streets, 3. Additions to Town Hall. 4. Fire brigade stations in suburbs and a now station at. Constable Street. •5. Baths at Kilbirhie, Island Bay, Brooklyn, Ballina Bay, and a bath-house at Lyall Bay. ' 6. Island Bay improvements. 7. New road to Vogeltowil. 8. New road to Roseneath. 9. New road to Brooklyn. . 10. Completion of Central Park. 11. Kilbirnie reclamation and recreation, ground. 12. Extension of Central Library. It is believed that at least one of the proposals which was rejected oh Monday evening (Oriental Bay improvement) will bo reinstated before tho schedule is finally, approved.- Each pi tho twelve (or more) items will have_ to he voted oil independently. For voting purposes they will be set out on ono ballot-paper, which may be over eighteen inches in length, and opposite each issue will be two lines:—(a) I vote for tho proposal; (b) I vote against the proposal. The elector will then be- toquired to cross out the line which does not convey his wishes on each issue,
