Tho Republican S£ate Convention has completed the amendment of tho Constitution, which virtually leaves Yuan Shih Kai in tho tho position of Dictator of China. Tho Premiership has been abolished, and a Secretary of Stato substituted. Tho Ministers "will bo directly responsible to the President. Tho Senate apparently disappears, while the Assembly's powers arc not extensive, or representative of tho people.
