The "retaliatory scheme" includes organised withdrawals from the defence forces, a boycott of Soutli African goods, withdrawals from the Savings Bankj and a general strike. The "Capo Argus" belittles the movement, hut warns Parliament to avoid legislation antagonistic to the trade unions, because such measures would bo "playing into the land's of the revolutionary elements." •
