According to their judgment, it was done in tho best interests of the tour, but it is to be regretted that the New Zealand Council did not take tho contributing associations into their confidence in tho matter. Tho Management Comniitteo' of tho Now Zealand Association, in their ptibhsiicd explanation, could hardly have been serious when they stated that'they were bound, under thoir rules, to reimburse players. In our opinion no such obligation is imposed on thorn by Rule IS). The committee also think that the cost of caps and blazers should have been borne by tht council. The committee thinks that, whilo tho expenses of the tour were probably kept within reasonable limits, it is unfortunate for tho New Zealand Council that the actual cost so largely exceeded the estimate, especially as the New Zealand Council had had experience of a previous tour to guide thoin. Another matter for regret is'that responsible members of tho team published statements, on their return, that tho tour had been a financial success. This naturally accentuated the disappointment felt by the contributing associations when it was ultimately found that tho guarantees had been almost wholly swallowed up." The report was adopted, and it was decided to forward a copy to the New Zealand Cricket Council.
