THE YEAR'S SURPLUS

Thf. result of Hie year's financial ■ operations was disclosed by the Minister of Finance in his speech at Milton last evening. The Press Association report of the speech was so muddled, and came to hand at so late «n hour, that it is impossible at the moment to do more than express satisfaction at the manner in which the Government appear to have surmounted the difficulties which confronted them* during the past financial year, That the Minister of Finance should, in thc v .face of the conditions which prevailed, be able to announce a surplus of approximately £400,000 is indeed gratifying. The expenditure for the year was increased in a manner quite beyond the control of the Government by the smallpox scare, and by the strike. Something like £120,000 additional expenditure was incurred through these unfortunate happenings, and the surplus was., of course, correspondingly affected. But this was not all. Both of the events mentioned seriously affected the railway revenue and here again the Government were placed at % disadvantage. 'Notwithstanding these handicaps, however, Mr. Au.en" has been able to show the country a balance on the right side which must exceed the most sanguine expectations of his friends and completely confound his critics.
