Mnssey states the Government is determined to pass next session the Legislative Council Re-* form Bill embodying an elective Upper Chamber. A Bill dealing with the method of election of members of the House of Representatives wiH he iatroshiccti, also'the Leeal Government .Reform Bill, inaugurating an improved system of allocating grants for public works. A Land Bill of some kind may be looked for to remedy defects in existing laws and making .provision for tho adjustment of complicated roiulitiotts affccting the settlement, of the West Coast of the South Island.
