Hunter, owner of the horse Settler, 'against tho decision of tho Hawke's Bay District Committee, in that under Rule 7, Part XXXI, of tho Rules of Racing, they liad no power to deal with a decision of tho Hawse's Bay Jockey Club in disqualifying the horse Settler for a raco for interference in the New Year Handicap on January 1, tho judges, by a majority, decided that under Part XXXI, Rule 7, of tho Rules of Racing, the appeal must bo dismissed. They, however, are of tho opinion that tho owner and the jockey should have been present during the inquiry and been given an opportunity of questioning witnesses and calling evidence. , . In the appeal, H. Manson, jockey, against tlw decision of the Hawke's Bay District Committee in not hearing an appeal lodged by him against the decision of the Hawke's Bay Jockey Club suspending him for six months for interference while riding the horse Settler in the New Year Handicap on January 1, the judges decided that the appeal lodged by Manson was not within tho time specified under Part XXXI, Rule 8, of the Rules of Racing, and consequently the appeal was dismissed.
