. Congress did not meet owing to nine of the membe/s- required to make a quorum being kidnapped.
t It was.cabled last week that Congress had been unable to assemble to instal a President in succession to .Senor Don Guillerrao BiUinghurst (who was placed under arrest during the recent political crisis) owing to the wont of a quorum. Business in Lima is paralysed by a general strike. Mobs of the opposing political factions are creating disturbances and fighting with firearms. Many persons have been wounded in the streets. A. deputy supporting tho Vice-President was driving to the Chamber, when he was attacked by the mob ojid shot in the head.
