In reply to recent criticism of United States policy on tho Panama Canal Tolls Exemption question, President Wilson states that Sir Lionel Carden (British Minister Plenipotentiary in Central America) has not influenced the United States Mexican policy to any degree. "I had to screw Mexican opinions out of, the British Minister with a corkscrew," declared tho President.
