It is reported that General Hucrta, owing to the increasing seriousness of the financial situation in Mexico, is preparing to re-open negotiations with Mr. Lind, President Wilson's personal representative. Huerta has summoned sixty of the wealthiest Mesicans, and informed them that a decree has been passed levying ten men from each hacienda owner throughout the country, to enable him to take the field against tho rebels. It is .understood that if the hacienda owners agree, they can forco half a million men into the field. , ' i j -»
