The Premier, speaking>in tho Chamber of Deputies, in reply to a question concerning tho Anglo-German agreement, and the sphere, of influence- of the ' Portuguese- African colonies, said that Portugal was ready to open the colonies to all good enterprise, but Portugal alone had the power to fix spheres for foreign enterprises.
