During tho House of Commons debate on the working of the Insurance Act, Mr, ißonar Law (Leader of tho Opposition) challenged tho Government to deny that its actuary was convinced that tho minimum benefits promised in the Bill oannot ha paid by a large number of approved societies. Yet, he added, Mr. Lloyd-George had definitely promised security... Personally, he (Mr. i.onar_Law) favoured.a voluntary system similar tfl the Dullish, tho employers being compelled to pay contributions for air their workers.
