Mr. Thomas Sinclair was a Belfast merchant, born at Belfast in 1838, and educated at tho Royal' Belfast Academical Institution, privately, and" at Queen's College, Belfast. He took an active part in tho affairs of the Irish Presbyterian Church, and was ono of the principal framcrs of the Commutation and Snstentation Funds after the loss of the Regium Donum through the Irish Church Act. He was for a time a leader of the Ulster Liberal Party, and then became a Liberal Unionist. One of the loading promoters of the Ulster Convention in 1892, ho was a. member or head of several Ulster political
