A Chicago engineer has planned a submerged-tube railway, between Scotland .and Ireland, believing that commercial betterment will prove the remedy of Irish unrest. ' , Tho tube will lie in quiet water, freo from the effects of wind and waves. The tube will be built in short, convenient, lengths, and will be towed out, sunk, and fixed, in position.
