RESIGNATION OF PREMIER.
By Telegraph—Press Association—Copyright (Rec. February 12, 11.40 p.m.) St. Petersburg, Fobruary 12. M. W. N. Kokoytsoff, President of tho Council of Ministers, and Minister of Finance, has resigned.
The resignation of M. Kokovtsoff is a preludo to a new Cabinet system. In future, the senior Minister present will preside at Cabinet meetings.
