ARRESTED INA, FRANCE. By Telegraph—Press Association—Oopyiieht "Times"—Sydney "Sun" Special Cables. London, February 11. It was recently reported thatThoodore Dugard, who is alleged to, be a German artillery officer, had been arrested at Toul (a first-class military post it miles "west of Nancy, tho former capital of Lorraine). It is no-,v stated that, when the police, were searching tho house of Dugard (or Burgeaund), near Nancy, fifty French military maps were found, and also voluminous correspondence in German. Several of the maps had marginal notes relating to the fortifications. . . " . : . •
