It lias been found that the average rates of pay are sufficient for bachelor comforts, but inadequate for married seamen with families. ' Homo service encourages marriage and subsequent discontent. A protest is likely for the reason that such action would place-an official premium on immorality, and rob tlie country of a vigorous new perieratiou. It is rega.rded.as ai striking confession of the inadequacy of iiaval pay.
