Tho Chief Justice (Sir Robert Stout) in'ftediateiy asked: -''Were tho suilorities aware of this riot Roinp gh so Ions? I don't understand.," ho continued, "ham it was allowed to jzo ou so lons, and tlio Riot Act not read. If that had taken place in England, and Una Magistrate didn't read tlio Riot Act, tho magistrate would' Iravo lctfl indicted."
