THE INITIAL STEPS. The following circular .letter has beeii sent to presidents of chambers of commerce by the Secretary for Agriculture, Industries, and Commerce (Mr. F. S. Pope), acting under instructions from tho Minister in charge of tho Department (the Right Hon. W. F. Massey):— "I have the honour, by direction of tho Prime Minister, to inform you that the Government proposes to-expend a sufficient sum in exhibiting the primary products and manufactures of _this Dominion at tho Panama Exposition, which is to bo held in San Francisco next year. Tho Right Honourable Mr. Massoy will be very pleased to bear that producers and manufacturers are willing to assist by arranging for space, at the Exposition, or in any other way that may appear desirable. ' ' • "In order/that matters may bo advanced as' far as possible in America, Mr, E. Clifton, Director of tho Fields and Experimental Farms Division of this Department, has been appointed Commissioner for the Exposition, as well as Trade Representative for the Dominion on the West Coast of Canada. Mr. CLifton* is now ou his Way to San Francisco, "To enable tho people of New Zealand to take an interest in tho Exposition, which, in view of the recent tariff alterations in America, Mr. Massey regards as of great importance to the Dominion at tho present time, ho is desirous of seeing a- Central Committee for the Exposition set up in Wellington, and( Advisory Committees in the other principal cities. Should you ha-vo any suggestion to malio in this connection Mr. Massey would be glad to bear from you as early ns possible. "As no doubt yon are aware, the Exposition opens in February, 1915. The method of exhibiting is somewhat different from former international exhibitions, inasmuch as exhibits from particular countries are not housed in- separate courts, but are exhibited side by side with articles, of a -similar nature'from nil countries. There will, however, bo a New Zealand Executive Building, where nam pies of the. principal products of the Dominion-will be exhibited. The Commissioner at the Exposition will be provided with an ample staff, which will be able to tnk'e care of and to explain private exhibits in those .cases in which exhibitors do not propose to have their , own representatives hi attendance.''
