Tho "Daily News" says.—The Admiralty thinks it has done nothing, improper in spending several millions, which Parliament find not voted or Cabt iiiot approved. This is dangerous nonsense, and wo arc faced with a grave violation of the Constitution when overexpenditure is allowed to run on for months without tho responsible Ministers drawing Parliament's attention to it. It is useless for tho Admiralty to plead miscalculation."
