The people woro too concerned with business matters to devote any time, to the consideration of questions connected with tho defence of their country. The time when danger would threaten Canada would be when England was embroiled, which might occur at any moment, as war was firmly embedded in human nature. General Otter suggested as a remedy compulsory traiuing in tho schools and universities.
