County of Cavanrtrr.li), says that he behoves tha Ulster people would give favourable consideration to tho Home Rule Bill if tlio Pro-testant-Unionist minority received larger representation, Mr. Lough and others suggest that during tho first twenty years of. the Irish Parliament, if the membership .of ' tho Irish House of ■ Commons were IG4 there should bo allocated to tho minority at least seventy seats.
