9 MR. BORDEN DRAFTING PROPOSALS. By Tolegraph—Prc«B Aflsclatlon—Cotiyriiht "Times"—Sydney "Sun" Special Cables. Ottawa, January 7. The Prime Minister (Right Hon. R. L. Borden) is drafting a naval proposal for tho coming session. Tho scheme providing for the expenditure of £7,000,000 for the construction of battleships will not bo abandoned, but tho suggestion that a plebiscite be taken is not favoured by Cabinet.
