The Educational .Institute continued its sessions this morning, when it was resolved to strive (1) for tho inauguration of a'G'ouncil of Education, which, under control of Parliament, shall.havo the direction of educational policy and administration with the assistance of local bodies, preferably four education boards, and local committees having no voice'.in the appointment of teachers j (!') for tho placiug.of the. inspectorial and the teaching staffs tinder tho control of that council j (3) for an adcrjuato scale of .salaries for tcaehars and inspectors ; (4) for the provision of a sufficient supply of-trained'teachers; and (o) for the substitution of teachers' efficiency and sorviee-instead of attendance as.the basis of computation of salaries, special attention - to-.be paid to tho salaries'of teachers'-in Grades 3 and 4.
