SPEECH BY MR. WATT. By Telegraph—Prsss Aesociaiion—Copyriehl Melbourne, January 6. Tlie Premier (Mr. Watt) has delivered his policy speech. The chief points made in the speech are the development of tho country, closer settlement, immigration, new railways, irrigation, and decentralisation.

It is intended to spend £500,000 on school buildings, and £600,000 yearly on new railways. A new electoral scheme will bo introduced. No new taxation is proposed. SIX BY-ELECTIONS. (Rec. January 7, 0.50 a.m.) Wlolbourno, January 6. ■ The Victorian by-election nominations closed to-day for six seats in the Legislative Assembly, the vacancies automatically arising fro™} members accepting office in Mr. Watt's Government. Three of the Ministers are unopposed ; Mr. Watt (Premier), and Mr. M'Kinnon (Attorney-General) each have a Labour opponent, while an Independent Liberal candidate opposes the Minister Tor Agriculture. (Mr. Hutchinson).
