DISSOLUTION DECLINED. ■ (lU'e. December 20,- 0.15 a.m.) ■ Melbourne, December 19. Tiio Lieutenant-Governor (Sir John Mac Wen) has declined to grant Sir. Elmslee a dissolution. Mr. Elmslee lias therefore tendered the resignation of tlio Ministry. It is anticipated that Mr. Watt, the ox-Premier, will 'bo Kent for to-morrow.
