Tigttr, Sir Edgar Vincent, in proposing the toast of the constructors, said that the Dominions Commission bad stiir'iied the problem oi" great Imperial harbours. It' they have these large vessels they must have'harbours deep enough to take them in ancl docks big enough to hold them for repairs. There was a great Imperial work to be performed in the improvement of the harbours of the Empire throughout the world.
