NEW SECRETARY FOR LABOUR.
MR. F. W. ROWLEY.. It is understood ■ that tho retiring Secretary l'or Labour (Mr. J. Lomas) will bo succecded in that ofiico by Mr. F. W. Rowley, who is at present Chief Inspector of Factories, Deputy-R-egis-trar of /Industrial Unions, and Chief Clerk of the Labour Department. Mr. Lomas will officially torminato liis connection with tlio Department on March 31, 1914, at tlio end of tho financial year, but in accordanco with tho usual custom will actually lay down his duties on December 31, and will retire on three months' lcavo of absence with full pay. Mr. Rowley will, therefore, take chargc of tho Labour Department oii January 31, 1914. Tho ofiico of Superintendent of Workors' Dwellings at present accompanies that of Secretary for Labour. . Mr. Rowley joined tho Labour Department as a cadet, at Wellington, in July, 1893, less than two years after tho -Department had been coated. Ho has been attached to tho headquarters staff ever since. In 190G lio was promoted to tlio ■ position of accountant, and in tho following year becamo Deputy-Inspector iof Factories. In 1910 Mr. Rowley became Chief Clerk and Deputy-Registrar of Industrial Unions, ,a-id about threo months ago ho was made Chief Inspector of Factories. • During . his connection with the Labour, Department, Mr. Rowley has been intimately associated at one time or another with the wliolo of its varied and important activities.
