Dr. COLLINS asked tlfe Minister of Internal Affairs whether .the Government will consider tho advisability of setting ui> a Royal Commission to inquire into the prevalence or otherwise, and into tho matter of tho control, of certain contagious diseases in tho Dominion. Tho Hon. H. D. BELL said tho matter had rcceivcd consideration from'the Government. The question of appointing a commission to enablo accurate information to bo obtained would certainly be taken into' consideration by tho . Government after tho rising of Parlia- - I,uieiit, BILLS FROM THE HOUSE. Tho amendments inado by the Houso In tho Hospital and Charitable Institu- . lions Amendment Bill were agreed to. The.Customs Hill, the Workers' Compensation Amendment Bill, the Nntiro Land Claims Adjustment Bill, tho lieserves and Other Disposal and Public bodies' Empowering Bill wero received from the Houso of Representatives, and lead a first time. PARLIAMENT BUILDINGS. The Hon. E. D. BELL made a statement to the Council that tho contract for the- erection of Parliament Buildings; had been signed. Tho Hon. W. C. F. CARNCROSS suggested that tho Government should arrange to have somo greenstone used in tho interior decoration of tho building. ' < WASHING-UP BILL. The Reserves and Other Lands Disposal and Public Bodies! : Empowering Bill was considered. Referring to tho iiew sub-clause ta permit auctioneers at tho Auckland Exhibition to sell goods after (i p.m.,. tho Hon. T. Thompson said that when ho had'been in Auckland recently ho had : heard bitter complaints from people who had engaged spaco for tho disposal of their goods, about tho competition of auctioneers. Ho-regarded the ••■ctiou of tho Exhibition authorities in pormit- ' ting auctioneers to operate- is a broa.eli of faith.
Tho Hon. IL D. BELL said ha had had 110 communication with anyone on tho subject, except/.the Exhibition authorities, and they 'certainly asked for tho clause. In any ease, the stallkcepors could,place their grievances reroro jthe .proper tribunal, the Auckland ExIhibition Executive. In Committee, yi'he Hon. H. D. Bell moved to add the new sub-clauso above referred to. Tho Hon. 'J'. Thompson repeated his ■protest".on behalf of . stallholders, and Finally called.a division. _ The sub-clause was road n, second linio by 16 votes to C. The Minister then promised that he r.-ould postpone further consideration of Hie clause, until tho opinion- of Auckland members of Parliament cduld bo obtained on it.

In the latter Bill, Clause 31, authorising disposal of the NapieT prison site, hviis struck out. Progress was reported pud leave granted to sit again. Tito first two Bills were reported, "with machinery amendments. CUSTOMS BILL. • -The Hon, H. D. BELL moved the jtocoml reading of tlio Customs Amendment Bill, containing only clauses for the better carrying out of tlio Customs Hill. _ The Hon. JOHN DUTHIE drew attention to a considerable worry to merchants through the frequent changcs, railed for by tho Customs Department, .'in the certificates of invoices prepared by '.■business firms importing goods. i The second reading was carried without further discussion.
NATIVE LAND GLA I MS. The Hon. If. ]). BELL moved the second reading of the Native Land .Claims Adjustment Bill. Tlio second reading was carried. THIRD READINGS, The Customs Amendment Bill (withntir amendment), tin- Native' Land Claims Adjustment Bill (witli amend.meuts), the Washing Up Hill (with eimendnieuts), tlio 'Workers' Compensation Amendment Hill (witli amendments), and tiio Mining Amendment Jlill (with amendments), ivrre reported from Committee, read a third time, and passed. ACREEMENT ARRIVED AT. Tho report of tlio managers set up to confer with tlio •• House of representatives on tlu> Tramways Amendment Bill was received, stating that an agreement had Seen arrived at. The report showed that Hie principal amendment agreed.on was that during a period of suspension of tho provisions of Section 2 of tho TramWays Amendment Act, 1910, 110 person should he employed as a motorman on f, tramear unless the Chief Inspector of Machinery certified that lie was possessed of qualifications Tendering it safe to'. the public that lie ho so cmploved.:' The report was received.'
