Balfour's pamphlet, entitled "Nationality and Homo Rule," has been issued. Sir. Balfour contends that if the Irish difficulty is duo to Irish Nationalism Home Ku!o does not deserve to bo described as a policy at all. It does not provide a solution of any Irish or British problem, but is merely a Parliamentary device, not a constitutional remedy. THE ARMS PROCLAMATION, (lice. December 10, 0.30 a.m.) tendon, December 9. Lord Curzon, speaking at Plymouth, said that tho Royal Proclamation prohibiting arms for Ulster would not make any difference. He- counselled their followers in observe greater secrecy, and to hold less confidential relations with tho authorities. They were grateful for Mr. Asquith's recognition of Ulster's principles, but they awaited practical proposals. The Belfast Customs authorities haveseized three cases of revolvers and ammunition, consigned to Cork, Dimclitlk, and Londonderry.
