An International Diplomatic Conference has been suggested lor an amicable settlement of the- controversy between Great Britain and the United States with regard to tho Panama Ms cilliculiy, by Mr. liamsis Taylor, formerly United States Minister to Spain. Sir. Taylor disagrees with the view of Mr. Joseph Choato {formerly United States Ambassador to tiroat Britain), that America should repeal tho Tolls Clause in the Panama Act, or submit tho ease to arbitration, lie considers that, neither method would be practicable.
